Grand Central Taking Castle Cues?

DOWNTOWN LOS ANGELES — Last Thursday workers scraped some of the lines off Broadway around 3rd and moved traffic east a lane, opening up space to install a bunch of construction fencing around the Grand Central Market and Apartments buildings. This new work flows into the permanent construction zone on the 3rd street side of the building, where the sidewalk's been closed for a good three or four years.
All this makes me wonder: is Grand Central getting a moat? I don't know what the variances are that you'd need to get for that, but that's my best guess of what's going on.

I called Grand Central Market's office and they told the sidewalks are being replaced. I thought that was done a few years ago. (I recall some very noisy and very late nights of construction during that time.)
What is the real hassle is the removal of the Rapid bus stops from Third. My wife and I go up and down Broadway all the time to the market via the Rapid. It was always so convenient the buses stopped on Third right in front of the market. I hope the relocation of the Rapid stops is not permanent.
