Me thinks the clue is the green.
In the lower image, all of the circles are centered on the street lines, which probably indicates that they associate to street addresses (or address ranges--many of the circles are on intersections). Given that the largest are clustered along 5th & 6th, the pessimist in me puts money on these showing either police calls, arrests, or registered sex-offenders since these data-sets would sort by address.
Alternately, building permit applications ranked by value would also be expected to sort in this fashion, though maybe over that portion of the city...

No quiet this morning with the rolllicksome Panama Independence Day parade rolling up Broadway. Great costumed dance groups and lots of flag vendors. I don't want to sound like Huell Howser, but you just don't know what you'll wake up to on a Saturday morning in downtown Los Angeles.
