Gloomy weather and an even gloomier city budget weren't enough to keep a supportive crowd from making its way to Vibiana on Thursday morning to witness Jan Perry's third swearing-in as the City Council representative for the 9th District.

After walking down the center aisle and greeting developers, LAPD officers, fellow councilmembers, Perry stopped near the podium to hug her daughter and mother.

Los Angeles Housing Department General Manager Mercedes Márquez, a recent President Obama appointee as Assistant Secretary of HUD, made the formal introduction, referring to Perry as a political warrior who oversees a district that includes Skid Row, L.A. Live, and South L.A.

Perry attributed her success over the last eight years to relationship building. Los Angeles Superior Court Judge David Cunningham presided over the oath of office.

The third-term councilmember surprised her staffers by assembling them in front of the room for their own appluase.

After the ceremony and final handshakes, Perry confided, "I was overwhelmed by the turnout and the kindness. I felt a lot of love in here today. I hope I gave some of it back."
