Around the Halls: July 20 - 22

Today is Monday, July 20, and the wheels of government continue moving into the summer. On the agendas this week are a quartet of items related the the Michael Jackson memorial service, new rules for recycling chutes and funding for signage and facade rehabs.

MONDAY: The Budget and Finance and Public Safety committees are in session.

Budget and Finance will hear CF 09-1600, the Mayor's appointment of Miguel A. Santana as new Chief Administrative Officer. Santana was most recently Deputy CEO for Los Angeles County.

TUESDAY: Council is in session, as are three committees.

At Energy and the Environment committee are a pair of motions -- CF 08-0603 and CF 06-0811 requiring recycling chutes in new construction and rehab projects where trash chutes are being added.

At Council, item 18 is CF 08-2402-S2, recommendations that Council approve moving the Los Angeles Marathon back to a Sunday in March in 2010 and that it instruct city departments to assist the marathon in developing a new point-to-point route.

A quartet of Michael Jackson related items come through Council as items 24, 25, 26 and 27.

CF 09-1717 asks about the city's "myriad requirements" for vendors, a response to the lunches that were ordered from Wrightwood.

CF 09-1716 asks for an estimate of all financial impact of the event.

CF 09-1715 asks for an accounting of all costs of the event, and a report on "all appropriate measures which may be taken to offset the costs of these actions."

CF 09-1678 asks for an accounting of services provided and a report on any policies and procedures that govern what is provided in similar cases.

Somewhat connected to the memorial service, but with perhaps a stronger tie to the recent Lakers NBA Championship parade, CF 09-1789 asks LAPD, LAFD and the Emergency Management Division to develop a planning process that ensures that city resources deployed for preplanned events are deployed "in a manner that is transparent and fiscally prudent."

Planning and Land Use Management committee will again consider CF 08-0923, a proposed ordinance governing medical marijuana collectives.

WEDNESDAY: Council again meets, with three committees joining it on the calendar.

At Housing, Community and Economic Development, CF 09-1253 is a CRA program to provide up to $250,000 a year in grants and loans for signage and facade rehab in historic buildings around Downtown. The program would replace expired Community Development Block Grant funding used for the same purpose.

At Council, item 54 is CF 09-1257, a motion that amends the City Council's rules on decorum to allow members of the public to be removed for disorderly or disruptive conduct. The motion was made in May, and so is not in response to last week's incidents where a man wore a KKK outfit to Council.

The last item on the agenda is a closed-session consideration of CF 08-1203, settlement of an eminent domain suit regarding land taken for the LAPD Motorpool on Spring street.

At Transportation committee, CF 07-2130 is the renewal of a preferential parking district in the blocks north of L.A. Live.
