Today is Monday, November 23. The week is holiday-shortened, but should still prove action-packed. Rules for marijuana dispensaries will keep Council busy on Tuesday, and City Hall may be getting a green roof.

MONDAY: As usual, Public Safety and Budget and Finance committees meet.

Both committees will hear reports on the costs of the Michael Jackson memorial service, under CF 09-2616. The item was continued last Monday.

Budget and Finance will consider CF 09-2815, a report on transferring up to $39.3 million from the Special Parking Revenue Fund to the City's Reserve Fund. This transfer, which involves releasing the money from parking construction projects and declaring it surplus, was heavily fought over during budget talks.

Also there is CF 09-0136, the flexible pricing plan for the Convention Center that went through Trade, Commerce and Tourism last week.

And finally, items 8 and 9 are CF 09-2713 and CF 09-1584, both dealing with El Pueblo rents.

TUESDAY: Council is in session, as are four committees.

At Council, item 10 is CF 08-0923, new rules to govern medical marijuana dispensaries. The item takes roughly seven pages on the agenda, so don't expect an easy outcome.

The "hardest to film" locations list checks in at item 18, after being continued last week.

Item 32, CF 09-0349-S1, would put a "green roof" on City Hall. The city is getting a $100,000 grant, and is looking to issue an RFP for design and installation.

WEDNESDAY: Council returns, with two committees.

At Housing, Community and Economic Development is CF 09-2810, a CRA report asking Council to approve Calvin Hollis as the Interim CEO of the agency. Hollis is currently Deputy Chief of Operations.

At Council, item 11 is CF 09-2647, the batch of Mills Act applications that were at committee last week.
