Around the Halls: February 22 - 24, 2010

Today is Monday, February 22, and the week starts in unusual fashion: with a City Council meeting. The body added meetings on Mondays and Thursdays as it continues to wrestle with a massive budget deficit. Among the few non-budget items making their way through are environmental documents for the Arts District MegaToys development and a discussion of issues between bicycles and cars.

MONDAY: Council meets, as do the Ad Hoc River and Budget & Finance committees.

It's another budget day for City Council, with an agenda that includes a focus on cutting vehicle fleet costs and on possible outsourcing of work currently done by the General Services Publishing Division.

The River committee will hear a presentation from the Army Corps of Engineers on its Los Angeles River Ecosystem Restoration Feasibility Study, and will receive status updates on other work.

Budget & Finance takes a trip to Hamilton High School in West L.A. to continue its budget talk.

TUESDAY: Council is in session, as are four committees.

At Planning and Land Use Management, CF 10-0025 is environmental documents for Charlie Woo's Arts District MegaToys project. He's proposing 320 units and 15,756 square feet of retail space.

At Education & Neighborhoods is a Smith / Rosendahl motion "relative to canceling the process for City Clerk conduct of Neighborhood Council elections and the transfer of unspent and uncommitted funds to the Reserve Fund." It's listed as part of CF 09-0600-S159, but good luck finding anything in there.

WEDNESDAY: Council is in session, as are two committees.

At Council, item 12 is CF 09-0600-S173, a Garcetti / Perry motion seeking to spend $200,000 to complete a study of the City's parking meters. This topic was hotly debated during recent discussions of parking garage concession proposals.

At Transportation, CF 09-1035 is an LAPD report on "recent bicycle incidents and conflicts between bicyclists and motorists." Expect a big turnout from the cycling community.
