Today is Monday, April 26, and talk this week shifts to the Mayor's proposed budget for the upcoming fiscal year. The Council has spent so long on the budget of late that one would be excused for forgetting that they've been wrestling with this year's budget, not next year's. Budget and Finance holds three marathon meetings this week.

MONDAY: Budget and Finance is taking the day off and meeting Tuesday through Thursday, so only Public Safety committee meets.

CF 09-0047-S1 is an LAPD report on progress in installing in-car video cameras.

TUESDAY: Council meets, as do six committees.

At Energy and the Environment committee, CF 10-0475-S3 is a motion asking whether the just passed DWP rate increases were intended to be a one-quarter hike or whether they will apply permanently.

Council gets going one hour later than normal at 11am.

At Council, CF 09-1856-S1 is a motion authorizing LADOT to accept payments from event venues for providing traffic officers. Downtown, AEG pays $180,000 for Staples Center, Nokia Theatre and L.A. Live events.

At Jobs & Business committee, LAPD reports in CF 08-1783-S5 that the recently adopted Special Events Ordinance gives it the right to cite or arrest those who interfere with film shoots.

At Budget & Finance is a three-day presentation of the Mayor's Proposed Budget for 2010-11. Tuesday is scheduled for 1 - 5pm.

At Education and Neighborhoods committee is CF 09-0600-S187, continued consideration of changes in the neighborhood council funding program.

WEDNESDAY: Council meets, as do two committees.

Budget and Finance meets from 1 to 5pm, with general managers of Personnel, Office of Finance, Los Angeles City Employee Retirement System, Pension Department and the Public Works bureaus answering questions about their budgets.

THURSDAY: Budget and Finance continues its three-day marathon with a meeting scheduled from 9am to 5pm. Queued to answer questions are the Department of Transportation, Environmental Affairs, Planning, Recreation and Parks, Library, Neighborhood Empowerment, Cultural Affairs, El Pueblo, LA Zoo, Aging, Department on Disability, Human Services and General Services.
