Around the Halls: July 12 - 14, 2010

Today is Monday, July 12, and on the agendas at City Hall this week is talk of bill collection, business improvement districts, and Google email. Fine art murals get an airing on Tuesday.

MONDAY: Four committees meet.

Budget & Finance committee takes a look at how the city collects the money owed to it. Several council files -- including CF 10-0225 -- deal with setting up a centralized billing and collections system instead of having each department run its own system.

At the Ad-Hoc River committee, CF 09-1737 is a report on the ULI Cleantech Corridor study that was presented to the public back in May.

TUESDAY: Council is in session. Five committees will meet, but a pair of joint meetings mean only three meetings will take place.

At Council, CF 10-1057 is an ordinance that would create a November 2 special election at which voters would consider a parcel tax to fund library services.

At Jobs & Business Development, CF 10-1159 is a renewal and expansion of the Chinatown Business Improvement District.

CF 10-1083 is a certification of the Historic Downtown Business Improvement District's 2010 planning report.

At a special joint meeting of the Information Technology & Government Affairs committee and the Budget & Finance committee, CF 09-1714 is an update on the city's switchover to Google Apps for email hosting. Security issues have slowed LAPD's ability to move onto the new system, and performance issues experienced by city staff continue to be worked on.

At Planning & Land Use Management, CF 10-1175 is a technical change to the city's TFAR rules to account for the impending expiration of the CRA's Central Business District Redevelopment Project Area.

Planning gets joined by the Arts, Parks, Health & Aging committee for four items dealing with fine art murals and signage codes. CF 08-0515 and CF 08-1233 look at setting up a regulatory framework that would allow the murals, while CF 08-0530 requires that the Department of Cultural Affairs and the relevant Council Office be notified when a mural is ordered to be removed. CF 08-0530-S1 asks that code enforcement against murals be suspended while rules are worked out.

WEDNESDAY: Council meets, as do two committees.

At Housing, Community & Economic Development, CF 10-0910 is an update on development of the Concerto project at 9th and Figueroa.

At Council, CF 10-0913 is a DOT request for final approval to purchase three properties in the area just across the 101 freeway from Union Station to construct a bus maintenance facility. Initial approval for the project was given in 2006.

At Transportation committee, CF 10-1092 is a request that the CRA explain what led to the Angels Flight closure on June 17 and the dispute regarding whether or not the railway needs an elevated walkway alongside the tracks.
