Around the Halls: November 1 - 3, 2010

Today is Monday, November 1, and an ordinance to protect bicyclists, DWP reform, library funding and a preference for local businesses are among the items on City Hall agendas this week.

MONDAY: Public Safety committee meets, as does Budget & Finance in a joint session with Personnel committee.

At Public Safety, CF 09-2895 is a motion instructing the City Attorney to draft an ordinance that would make it a civil offense to harass, threaten or assault a bicyclist.

CF 10-2475 is a report from LAPD on where sworn officers are being used to perform the duties of vacant civilian positions.

TUESDAY: Council meets, as do two committees.

At Council, item 9 is a suite of DWP reform measures that spans a dozen council files. Parts of the item would reshape the DWP board, put a measure on the March ballot asking voters to create a Ratepayer Advocate and Inspector General position, a measure to change how DWP General Managers can be removed and one that would set March 31 as the department's budget deadline.

Item 22 is CF 08-0923-S9, a ballot measure for March 2011 that would put a business license tax on recreational marijuana businesses if voters approve Proposition 19 on Tuesday.

Item 26 is CF 10-1057, an item looking at options for increasing library funding. Options include a charter change to set higher funding levels and a property tax that would be placed on the March ballot.

At Planning and Land Use Management, CF 10-2259 would put a fee on businesses using on-site signage that would go to fund better signage enforcement.

WEDNESDAY: Council meets at noon, allowing members a little extra time to recover from election night parties.

Item 10 is CF 10-2414-S1, would grant an eight percent "local preference initiative" to RFP responses by entities with a physical business presence in Los Angeles.

Items 34 and 38, CF 10-0600-S43 and CF 10-0600-S44, deal with options for altering the modified coverage plan put in place for the fire department as part of this year's budget process.
