Future Restaurant or Weird Modern Art?

Walking by the former Burger King space on 7th/Flower the other day I noticed that the interior has turned into some sort of a wacky display of askew lights. In preparation for the future home of Wokana they've ripped out the furniture, the floor, and most of the ceiling, but left the old lights hanging however they might. It creates a very bizarre scene inside.

On the 7th street side of the storefront the building owners have posted a "Notice of Nonresponsibility." I didn't know what that was, so I turned to Google for help. Turns out it's a way for building owners to protect themselves from fiscal responsibility should a tenant go under and leave a contractor holding the bag on improvements it has performed. Odd thing about the notice here, though: the law requires the notice to be published within 10 days of when the building learns of the tenant improvements. This notice says they found out on 9/1 and was posted on 9/20.
